What is an M&E O&M Manual?

An M&E O&M manual is the handover document covering both the mechanical and electrical building services installed on a project. It brings together system descriptions, product datasheets, commissioning records, maintenance schedules and as-built drawings for all disciplines into a single, structured reference document. Facilities managers, building owners and maintenance teams rely on this information from day one of occupation — and outsourcing your M&E O&M documentation to Project-OM means it is produced correctly, on time, without the burden falling on your site team.

Project-OM provides O&M documentation support for contractors across the UK. Upload your project documents and receive a professional O&M manual, ready for handover.

Why combined M&E documentation matters

  • Facilities management contracts and CAFM systems require a complete picture of all building services — a manual that covers only one discipline leaves gaps that lead to maintenance failures and warranty disputes.
  • CDM Regulations 2015 require a Health & Safety file at project completion. For M&E contractors, that file must include O&M information for every system installed, mechanical and electrical alike.
  • Building owners increasingly expect a single, coherent handover package — not separate documents from every subcontractor. A combined M&E O&M manual demonstrates professionalism and reduces queries at handover.
  • When systems interact — BMS controlling both HVAC and electrical lighting, or heating distribution linked to electrical controls — a combined document makes those interfaces clear to the maintenance team and avoids costly misunderstandings.

What our clients say

We had a commercial fit-out completing and the main contractor was pushing for our O&M documents. Project-OM turned our certificates and datasheets into a finished manual in days. Took the pressure right off.

Electrical contractor, commercial fit-out

Project-OM took the pain out of producing our O&M manual for a data cabling and CCTV job. Fast, accurate, and professional — exactly what we needed for handover.

Robert Coldwell, Dekko Projects Ltd

Exactly what I needed. I uploaded everything, they came back with a clean PDF. The client was happy, retention was released. Simple as that.

Frequently asked questions

Do you cover both mechanical and electrical disciplines in a single manual?

Yes. Project-OM can produce a combined M&E O&M manual covering all mechanical systems (heating, HVAC, ventilation, plumbing, BMS) and electrical systems (distribution, lighting, small power, fire alarm) in a single structured document. The manual is organised by discipline group so each system is easy to locate.

How do you handle the interface between mechanical and electrical systems?

Where systems interact — for example, a BMS that controls both HVAC and lighting, or underfloor heating linked to electrical controls — we note those interfaces in the relevant system sections. This makes it clear to the facilities management team how the systems relate to each other, reducing the risk of incorrect operation or maintenance.

Can the M&E manual also include fire alarm and data cabling?

Yes. Project-OM supports all building services disciplines including fire alarm, structured data cabling, access control, CCTV, solar PV, EV charging and UPS systems. If your project includes these alongside your core M&E scope, they can all be included in the same manual.

What standards do you reference for M&E O&M documentation?

For mechanical systems we reference relevant CIBSE guidance, BS EN 15232 (BMS), HSE L8 (Legionella) and manufacturer maintenance requirements. For electrical systems we reference BS 7671, BS 5839-1 (fire alarm), and other applicable standards. All standard references are based on the documentation you supply — we do not invent compliance claims.
