M&E O&M manuals for building services contractors

M&E O&M Manual Service for Contractors

Your M&E documentation. Done.

Project-OM produces combined Mechanical & Electrical O&M manuals for M&E contractors across the UK. Upload your commissioning data, datasheets, drawings and certificates — we compile a complete building services handover pack.

What is an M&E O&M Manual

An M&E O&M Manual is the combined handover document that covers both the mechanical and electrical building services installed on a project — heating, ventilation, cooling, electrical distribution, lighting, fire alarm and associated controls. It explains what systems have been installed, how they should be operated and maintained, and includes the certificates, commissioning records, drawings and datasheets that support the completed works.

It is issued at practical completion as part of the project handover pack — usually as a requirement of the main contractor, client, or building owner. It also forms the basis of the CDM Health & Safety file and the ongoing planned maintenance record for the building's FM team.

Who needs one

Project-OM is built for M&E contractors — both those who self-deliver mechanical and electrical works and those who coordinate mechanical and electrical subcontractors under a single M&E package. We help contractors who have completed the building services installation but do not have the time, formatting process or document structure to compile a complete manual from scratch.

Whether you are an M&E subcontractor working under a main contractor, a building services contractor delivering all disciplines on a commercial project, or a project manager coordinating handover for a new-build, fit-out or refurbishment — Project-OM turns your project documents into the O&M manual your client expects.

Why M&E contractors use Project-OM

You know your installation. We know how to document it. M&E contractors face a unique challenge at handover — producing a single coherent document that covers both mechanical and electrical systems, sourced from multiple subcontractors and trade packages. Project-OM handles the compilation, structure and writing so you can close the job.

  • No need to split the manual — mechanical and electrical covered in one document
  • System interface documentation included (e.g. BMS linking mechanical and electrical)
  • No formatting headaches across multiple discipline sections
  • Consistent, professional output whether you self-deliver or coordinate subcontractors

What our clients say

We had a commercial fit-out completing and the main contractor was pushing for our O&M documents. Project-OM turned our certificates and datasheets into a finished manual in days. Took the pressure right off.

Electrical contractor, commercial fit-out

Project-OM took the pain out of producing our O&M manual for a data cabling and CCTV job. Fast, accurate, and professional — exactly what we needed for handover.

Robert Coldwell, Dekko Projects Ltd

Exactly what I needed. I uploaded everything, they came back with a clean PDF. The client was happy, retention was released. Simple as that.

Frequently asked questions

Do you produce a combined M&E manual or separate mechanical and electrical documents?

We produce a single combined M&E O&M manual that covers all building services disciplines in one structured document — mechanical, electrical, controls and associated systems. If a main contractor requires separate volumes, we can discuss splitting the output on request.

What M&E systems can you document?

We cover the full range of building services including heating and LTHW, boilers and heat pumps, HVAC and air conditioning, ventilation, chilled water, BMS and controls, gas, plumbing and public health, electrical distribution, lighting, emergency lighting, fire alarm, EV charging, solar PV and UPS systems.

Do you cover BMS and building controls documentation?

Yes. BMS and building controls are an important part of M&E handover and we include them in the manual. We document the control strategy, linked systems, commissioning data and user guides provided by the controls contractor.

Can the M&E manual include plumbing, fire alarm and data cabling?

Yes. The manual can include any systems installed as part of the M&E works — plumbing and public health, fire alarm and detection, structured data cabling, security and access control. We document whatever systems are in scope.

What standards do you reference for M&E O&M documentation?

We reference the standards relevant to the systems installed — including CIBSE guidance for mechanical systems (SFG20, CIBSE AM14), BS 5839-1 for fire alarm, IET Wiring Regulations (BS 7671) for electrical systems, and HSE L8 for legionella and water hygiene documentation where applicable.

Can you work from commissioning submittals and O&M submittals from subcontractors?

Yes. We regularly work from a combination of contractor-produced commissioning reports, manufacturer O&M submittals, and raw test data. Upload what you have and we will tell you if anything important is missing before we start.

How quickly can you produce an M&E O&M manual?

Turnaround depends on project size and the number of systems in scope. Standard M&E manuals covering a smaller number of systems are returned faster than complex multi-system manuals. We will confirm a turnaround time when we review your project.

Do M&E subcontractors need to provide O&M manuals?

In most cases, yes. Subcontract agreements typically require each trade to submit their section of the O&M documentation as a condition of final payment. Failing to provide documentation can result in delayed practical completion and withheld retention.
