What is an M&E O&M Manual
An M&E O&M Manual is the combined handover document that covers both the mechanical and electrical building services installed on a project — heating, ventilation, cooling, electrical distribution, lighting, fire alarm and associated controls. It explains what systems have been installed, how they should be operated and maintained, and includes the certificates, commissioning records, drawings and datasheets that support the completed works.
It is issued at practical completion as part of the project handover pack — usually as a requirement of the main contractor, client, or building owner. It also forms the basis of the CDM Health & Safety file and the ongoing planned maintenance record for the building's FM team.

Yes. The manual can include any systems installed as part of the M&E works — plumbing and public health, fire alarm and detection, structured data cabling, security and access control. We document whatever systems are in scope.
What standards do you reference for M&E O&M documentation?
We reference the standards relevant to the systems installed — including CIBSE guidance for mechanical systems (SFG20, CIBSE AM14), BS 5839-1 for fire alarm, IET Wiring Regulations (BS 7671) for electrical systems, and HSE L8 for legionella and water hygiene documentation where applicable.
Can you work from commissioning submittals and O&M submittals from subcontractors?

Do M&E subcontractors need to provide O&M manuals?
In most cases, yes. Subcontract agreements typically require each trade to submit their section of the O&M documentation as a condition of final payment. Failing to provide documentation can result in delayed practical completion and withheld retention.
