Plumbing & Public Health O&M Manual
O&M documentation for plumbing and public health engineers — cold and hot water services, drainage, sanitaryware and legionella risk documentation. Professional handover records produced from your commissioning and test information.
What is a Plumbing & Public Health O&M Manual?
A plumbing and public health O&M manual is the handover document for cold and hot water systems, drainage, sanitaryware, and associated public health services. It provides building owners and facilities managers with the documentation needed to operate water systems safely, comply with HSE Approved Code of Practice L8 (Legionella control), and maintain water hygiene across the building's life. Outsourcing your plumbing O&M documentation to Project-OM means it is compiled from your project documents and delivered as a professional, structured PDF ready for handover.
Project-OM provides O&M documentation support for contractors across the UK. Upload your project documents and receive a professional O&M manual, ready for handover.
Why plumbing O&M documentation matters
- HSE Approved Code of Practice L8 requires that water system designers and installers provide sufficient information to enable the building owner to manage Legionella risk — the O&M manual is the primary vehicle for delivering that information.
- Water Regulations Advisory Scheme (WRAS) compliance records, pressure test certificates and chlorination reports must be retained and made available on request — a structured O&M manual keeps all of this in one accessible place.
- Commercial and residential buildings have complex water systems that require regular planned maintenance — without documented handover information, maintenance contractors cannot correctly identify system components, isolation points or required service intervals.
- Insurance claims and building warranty disputes involving water damage or contamination are significantly easier to manage when original installation and commissioning records are correctly documented from the outset.

Frequently asked questions
Do you cover HSE L8 legionella risk documentation in the O&M manual?
Yes. We include system descriptions, schematic references, and the manufacturer and design information required for a Legionella risk assessment — including water temperatures, dead-legs, sentinel outlets and maintenance access points, based on the documentation you supply. Note that we produce the handover O&M manual; a formal Legionella risk assessment must be carried out by a competent person separately.
Can you include pressure test certificates and chlorination records?
Yes. Pressure test certificates and chlorination records can be included in the manual as appendix documents alongside the system descriptions. Upload them with your other project documents and we will index and reference them correctly within the manual structure.
Do you document WRAS-compliant fittings and products?
Where your datasheets confirm WRAS approval or list WRAS reference numbers, we include that information in the product schedules. We document what is evidenced in the supplied records — we do not make compliance claims that are not supported by the documentation.
What if we do not have all the commissioning information yet?
We can start from whatever documentation is available. Items with missing or incomplete information are listed in an outstanding schedule within the manual, so you know exactly what still needs to be provided before final issue. This is common on live projects approaching handover.
